chore: remove offline XYZ tile prefetcher and cache 
- Remove tilePrefetcher.ts and its test file
- Remove tile prefetch calls from tripSyncManager
- Remove map tiles toggle from OfflineTab settings
- Remove cacheTiles preference from offlinePrefs
- Map tiles offline caching is no longer needed with AMap
